Andrew, sorry to disappoint you but Rome and not too pricey rarely go together. If you're willing to go 10 or 15 miles out of Rome, you'll get much better hotels, for much lower rates. One of the best outside of city limit is
Castello della Castelluccia - it's a castle that has been converted into a hotel and it's about 15 kilometers from the city
Some of the more reasonably priced hotels in Rome I can recommend are:
Albergo Cesari Hotel - about a five minute walk from Trevi Fountain and other major attractions
Caprice Hotel - located on Via Veneto and about a 7 or 8 minute walk to Trevi Fountain
